China’s Kimi K3 matches US AI models on key benchmarks, but the hardware gap tells a different story

When Beijing-based Moonshot AI released Kimi K3 on July 16, the reaction among AI researchers was immediate and electric. “People are calling it a ‘Sputnik moment,'” said Joel Pearson, a cognitive neuroscientist at the University of New South Wales who studies AI’s impact on society. “It is a turning point.”

Kimi K3 is a 2.8 trillion-parameter reasoning model, one of the largest openly available AI models ever released. Moonshot’s internal benchmarks show it matching or outperforming US frontier models on coding, spreadsheet manipulation, and general reasoning tasks. Three days after launch, demand pushed the company’s processing capacity to its limits, forcing a pause on new sign-ups.

But the story behind K3 is not just about benchmark scores. It is about what it means to build a frontier AI model under a US chip embargo.

Doing more with less

The United States has restricted China’s access to advanced AI chips since October 2022, citing national security concerns. The restrictions have been tightened repeatedly, most recently in 2025, when the Biden administration expanded controls to include certain types of memory bandwidth and chip packaging.

Chinese companies have responded by investing heavily in algorithmic efficiency. DeepSeek, released in early 2025, demonstrated that a competitively trained model could be built with fewer and less advanced chips than US companies were using. Kimi K3 continues that trajectory.

Toby Walsh, a computer scientist at the University of New South Wales, said the chip restrictions may have inadvertently accelerated Chinese innovation in model architecture. “One suspects that necessity here was the mother of invention.”

K3’s size, 2.8 trillion parameters, would have required significant hardware during training. But Moonshot AI has not disclosed its training infrastructure or total compute budget. The open-weight release allows researchers to run the model on their own hardware, potentially enabling applications that would be impossible with a closed, API-only model.

The geopolitics of model access

The K3 release comes at a moment of unusual volatility in AI model availability. In June 2026, the US government directed Anthropic to temporarily disable its most advanced models, Fable 5 and Mythos 5, for all users. Access to Fable 5 was restored weeks later, but Mythos 5 remains restricted to specific US organizations.

This has created a market dynamic where open-weight Chinese models may be the only frontier-capable models available to researchers outside the United States. Pearson noted that Chinese models are changing “how investors and users perceive the value of US frontier models,” given that Google, Anthropic, and OpenAI spend billions of dollars training models that may become inaccessible overnight.

What K3 cannot do

The model’s size is also its limiting factor. A 2.8 trillion-parameter model requires substantial memory and compute to run, even for inference. Researchers with limited hardware may find K3 impractical compared with smaller, more efficient models. Moonshot has not disclosed inference costs or hardware requirements, leaving potential users to estimate whether the model’s capabilities justify its footprint.

The broader question, whether Chinese models have genuinely closed the gap with US frontier models, remains difficult to answer objectively. Public benchmarks cover specific tasks and are subject to overfitting. The most capable US models (OpenAI’s GPT-5.6, Anthropic’s Claude Opus 4) have not released public technical reports with sufficient detail for independent comparison. K3 may be the best open-weight model in the world. Whether it is the best model period depends on how much of the best closed models’ capabilities remain invisible to public evaluation.
