Nvidia announced a partnership with Japan’s Noetra Corp. to build what it calls the world’s first national AI infrastructure for physical AI, a 140-megawatt AI factory powered by 13,750 Nvidia Vera CPUs and 27,500 Nvidia Rubin GPUs.
The facility, backed by Japan’s Ministry of Economy, Trade and Industry (METI), will provide the computing foundation for the FRONTia Project, officially titled “Development of Multimodal Foundation Models with a View to AI Robotics and Physical AI.” It marks the most ambitious national-level AI computing initiative announced to date.
The Vera Rubin NVL72 racks, built on Nvidia’s DSX platform architecture, will be connected via Nvidia Spectrum-X Ethernet networking and BlueField data processing units. Noetra plans to make the pretrained weights of its multimodal foundation models broadly available to domestic developers and enterprises, combined with Nvidia’s open model ecosystem including Nemotron, Cosmos, Isaac GR00T, and NeMo libraries.
Japan’s ambition extends beyond computing infrastructure. METI’s AI Robotics Strategy, published in March 2026, targets capturing more than 30% of the global AI robotics market by 2040, a roughly US$133 billion (about £107 billion) opportunity.
“Japan invented modern manufacturing. Now, it is building the AI factories that will power the next industrial revolution,” said Jensen Huang, founder and CEO of Nvidia.
The FRONTia Project brings together Japan’s manufacturing expertise, real-world industrial data, and global technology leaders to develop multimodal foundation models for use across manufacturing, logistics, healthcare, and telecommunications. As the AI factory expands, it is expected to support trillion-parameter-scale models, giving Japanese organizations access to one of the most advanced AI computing environments in the world.
“Japan has launched the FRONTia Project, which will serve as the core of the country’s physical AI ecosystem,” said Ryosei Akazawa, Japan’s Minister of Economy, Trade and Industry.
