
Europe is building its own ballistic missile interceptor, and the country doing the core design work is the one being bombed. The project, called Freyja, was launched in Paris last month with the backing of ten governments and twelve defense companies, and this week its Ukrainian lead, the drone and missile maker Fire Point, announced that it has signed up more than a dozen European firms to supply the parts around the missile: radars, seekers, tracking systems, command and control. The goal, on an almost impossible schedule, is to give Europe an interceptor it can actually afford to shoot.
The reason the project exists is a shortage. Ukraine currently depends on American Patriot systems to stop Russian ballistic missiles, and the world does not have enough Patriot interceptors to go around. The war in Iran has made the shortage worse, consuming stockpiles and competing for production lines. Europe has spent years discovering that its air defenses are a collection of national systems with no common ammunition. Freyja is the answer in principle: a missile built by Ukraine, surrounded by European electronics, priced to be used rather than hoarded.
A project run at wartime speed
The economics are the point. Fire Point says its interceptor should cost under one million euros per missile, a quarter to a sixth of the price of a Patriot interceptor. Missile experts have called that target impressive if it holds. The company’s chief executive, Iryna Terekh, says the program is being squeezed from the usual twenty or thirty years into a couple of years. The participating companies are funding research and development themselves until the missile proves itself by intercepting a real ballistic target. First successful interception is scheduled for mid-2027.
The division of labor is the unusual part. In a normal European defense project, the money and the industrial weight come from the big firms and the partner countries buy the finished system. In Freyja, Ukraine provides the kinetic core, the FP7.X interceptor, and the Europeans provide everything around it. Norway’s Kongsberg is building the command center. Germany’s Diehl Defence is in talks to supply the seeker. The architecture is deliberately open, so a radar from one company can be swapped for another. The project has already conducted at least five tests of the interceptor itself.
The wartime factory behind it
Fire Point is not a peacetime contractor. It is a wartime startup that has grown at the speed of the war around it. The same company builds the Flamingo cruise missile that has hit targets deep in Russia this year, and it is now assembling its own engines because second-hand jet engines are running out. It is certifying an attack version of its ballistic missile for first combat use in the early autumn, and it claims a larger missile capable of reaching Moscow. The company’s designs carry the fingerprints of Soviet-era interceptors, though Fire Point says its missile now shares only about a fifth of its DNA with the S-300 and S-400 lines. The founding story is not tidy: the Soviet blueprints were obtained with the help of a fugitive businessman facing corruption charges, whose offer to buy into the company was declined.
None of that matters to the engineering question, which is whether the missile will work. Intercepting a ballistic missile is the hardest problem in air defense, harder than anything the company has built before. Five tests are early days. Mid-2027 is a long way off, and the war is consuming Patriots now. European defense programs have a long history of political declarations that never became production lines, and a coalition of ten governments is a committee, not a factory. The skeptics are right that this project could slip, or fail, or arrive too late.
But the direction is set. Europe has finally accepted that it cannot buy its way out of the missile problem with American systems that are in short supply everywhere. It needs its own interceptor, and it has handed the hardest part to the country with the most experience being bombed. The next missile shield in Europe, if it is built, will be partly Ukrainian. The war has made Europe’s defense into a Ukrainian project, and Freyja is the clearest sign yet that the relationship is no longer one-way.
