
What drove Brazil’s Amazon fire collapse in 2025
The number is almost jarring in its scale: 3.1 million hectares burned in the Brazilian Amazon in 2025, down from 15.8 million hectares the year before. A drop of 80 percent. The lowest area burned since the MapBiomas monitoring network began satellite-based tracking in 1985.
But the immediate instinct, that Brazil’s anti-deforestation policies finally worked, captures only part of the story. The decline, documented in MapBiomas’ second Annual Fire Report released July 21, represents not a single solution but a convergence of political, meteorological, and behavioral factors that aligned to produce an unusually quiet fire year in the world’s largest tropical rainforest.
The weather factor
The single most important variable in 2025 was the weather. Brazil entered 2025 emerging from a strong El Niño that had delivered the worst drought in decades to the Amazon in 2024. That drought, combined with widespread human-set fires for land clearing, produced the catastrophic fire season of 2024, one of the worst in over 20 years, according to the Copernicus Climate Change Service.
By 2025, the climate system had shifted. La Niña conditions developed, bringing more rainfall to parts of the Amazon and delaying the onset of the dry season. Ane Alencar, the geographer and MapBiomas report coordinator, told reporters that the delayed rainy season between 2024 and 2025 blocked the “ideal window for burning” that farmers and landholders traditionally use to clear agricultural land.
This matters because most Amazon fires are not natural wildfires. They are deliberately set by humans, ranchers clearing pasture, farmers preparing fields, and in the worst cases, illegal land-grabbers burning deforested areas to signal occupancy. When the seasonal window for burning narrows or shifts, fewer fires get lit.
The political context
President Luiz Inacio Lula da Silva returned to office in 2023 with a mandate to reverse the deforestation surge of the Bolsonaro years, when Amazon destruction rose 75 percent. Lula’s first-day pledge, “Our goal is to achieve zero deforestation in the Amazon”, was followed by concrete enforcement actions: increased fines, satellite monitoring improvements, and the reactivation of environmental agencies that had been systematically defunded.
Deforestation rates indeed fell in 2025, MapBiomas reported, sharply reducing the amount of flammable vegetation available to ignite. The first quarter of 2026 recorded the lowest deforestation rate of the current decade. This is the clearest signal that Lula’s policies are having an effect, even if enforcement alone cannot account for the full magnitude of the fire decline.
The psychology of prevention
One of the more subtle findings in the MapBiomas report is what it calls the “psychological factor.” Communities that lived through the devastation of 2024, the smoke, the health crises, the economic losses, were more vigilant in 2025. The report says that fear of a repeat season motivated earlier and more effective fire-control measures at the local level, from community patrols to faster reporting of nascent blazes.
This is a phenomenon that fire ecologists recognize but struggle to quantify. A catastrophic fire year can reshape how people manage fire for years afterward, creating a window of heightened awareness that may be as important as any policy intervention.
The broader picture
Nationally, Brazil’s total burned area fell to 12.7 million hectares in 2025, less than half the 30 million hectares recorded in the worst year on record, 2007. The Amazon accounted for roughly a quarter of the national total. The Cerrado savanna, however, continued to burn at near-normal rates, with 8.7 million hectares lost, a reminder that Brazil’s fire problem is not confined to the rainforest.
MapBiomas coordinator Vera Arruda, a researcher at the Amazon Environmental Research Institute (IPAM), cautioned that the 31 percent drop below the historical average “does not yet allow us to conclude that this is an established trend or to scale back prevention efforts.” The return of El Niño, which some forecasts suggest could be particularly strong, could reverse much of the progress in a single dry season.
The 2025 numbers are encouraging. They demonstrate that a combination of policy, weather, and human vigilance can dramatically reduce fire in the Amazon. They do not, however, mean the problem is solved. The fires of 2024 proved how quickly progress can burn away.
