China’s Detention of a U.S. Seismologist Spreads Fear Through the Research Community

In November 2024, Youlin Chen, a Chinese-born American seismologist, was arrested at Beijing Capital International Airport as he prepared to board a flight home to Boston. He had spent a month in China visiting family and delivering academic lectures at two universities. The Beijing State Security Bureau charged him with espionage.

Nearly two years later, Chen has not stood trial. Chinese officials have interrogated him more than 100 times about his work: analyzing seismic waves to detect and characterize underground nuclear explosions. His wife, Yufang Rong, who is also a seismologist, fears a predetermined guilty verdict behind closed doors in a legal system where espionage convictions carry penalties up to life imprisonment or death.

The scientist

Chen, 54, became a U.S. citizen in 2011 and lives in Boston. He works as a contractor funded by the U.S. State Department’s arms control bureau and the U.S. Air Force Research Laboratory. His research focuses on differentiating the seismic signatures of nuclear tests from those of earthquakes, work that has been critical to monitoring North Korea’s nuclear program.

Crucially, Chen did not hold a security clearance. His work used publicly available data, including seismic recordings from Chinese monitoring stations that were openly shared through international data exchange agreements. The December 2020 paper that appears to have drawn Chinese authorities’ attention analyzed the magnitudes of North Korea’s six known nuclear test explosions and was explicitly “approved for public release.”

The data-sharing dimension

The Chen case has sent a chill through the geophysics community that extends well beyond questions of wrongful detention. A related development highlighted by a Science AAAS investigation is China’s increasingly centralized control over geophysical data.

Under a policy first posted in 2016, China’s seismic networks and government-funded projects are expected to deposit raw observations and processed data into a national platform operated by the China Earthquake Networks Center. This centralization gives Chinese authorities broad power to monitor, restrict, or retroactively classify data as state secrets. Human rights groups argue that China’s expansive state-secrets law allows the government to designate previously public information, including seismic readings, official statistics, and academic data, as classified, potentially implicating anyone who shared or possessed it.

The result is a chilling effect on international collaboration. Three U.S. seismologists who have worked with Chinese data declined to be interviewed by Science, citing fears that their Chinese colleagues could face repercussions.

Diplomatic response

The State Department designated Chen as “wrongfully detained” in March 2026, the only American in China with that designation. President Donald Trump raised the case directly with Chinese President Xi Jinping during a May 2026 state visit to Beijing. Xi reportedly promised to look into it, but no action has been taken.

Senator Edward Markey of Massachusetts has called Chen’s detention “unjust” and urged his release. The case is expected to be a prominent issue during Xi’s anticipated September 2026 visit to Washington.

Hostage advocacy groups, including the Foley Foundation, have flagged concerns about Chen’s health. He has reportedly lost 13.6 to 18.1 kilograms and has been denied consistent access to medication for diabetes, high blood pressure, and high cholesterol. His Chinese lawyer was blocked from seeing him for more than 13 months.

Eric Lebson of Global Reach, a hostage advocacy organization, said Chen’s collaborations were conducted transparently. “He was doing precisely the kind of people-to-people engagement that the Chinese government says it wants.”

Broader implications

The case is widely seen as a major deterrent to U.S.-China scientific collaboration, adding to existing tensions from proposed legislation to restrict bilateral research partnerships and the Trump administration’s broader skepticism of international scientific engagement. For seismologists working on nuclear test monitoring, the message is clear: research that uses publicly available data from China may carry personal risk.
